HISTORIC NEIGHBORHOODS WALK - PARK AVENUE Mobile Workshop

Park Avenue, which comprises a portion of the West Prescott National Register Historic District, is a timeline from the turn of the century to 1950s architecture, starting with the Brinkmeyer House (1901) on the corner of Park Avenue and West Gurley streets. The neighborhood includes lots of Bungalows and several Revival styles. The tour is also conducted by Nancy Burgess and covers about four blocks, some of which is uphill.

PROFESSIONAL DEVELOPMENT: ETHICS WORKSHOP

This workshop focuses on the application of ethics in a variety of circumstances that professionals, citizens and students may encounter in their day-to-day activities related to the planning profession. The workshop will include various skits and follow-up discussions regarding planners in various compromising ethical dilemmas. Beginning with a 20 minute overview of the new AICP ethics code effective on June 1, 2005, the workshop will discuss ethics models. These will be applied to a hypothetical case study acted out through a series of skits featuring some of our favorite planners and workshop participants. The purpose of this workshop is to enhance awareness of ethical standards, improve the way we apply ethics in our careers and is intended to be fun and memorable for all who attend.

LAW AND LEGISLATIVE UPDATES

Planning is a challenging profession, because much of what we do is governed by state statutes and recent court cases. This session provides planners with updates on the most recent court cases and enacted Arizona laws. Learn about the Supreme Court decisions on Lingle v. Chevron and Kelo v. the Town of New London. Find out what happened at the state legislature this year. In addition, the co-chair of the governor’s Growing Smarter Oversight Council will be on hand to recap the session on Thursday’s state-wide guiding principles and how it may affect Growing Smarter and Growing Smarter Plus.

STATE STANDARDS FOR FLOODPLAIN MANAGEMENT

This session discusses Section 48-3605(A) of the Arizona Revised Statutes which mandates that, “The director of water resources shall develop and adopt criteria for establishing the one-hundred-year flood and delineating floodplains.” In 1990, ADWR established the State Standards Work Group to assist with these responsibilities. The work group consists of volunteer floodplain managers from two rural and two urban counties, a representative of the Arizona Floodplain Management Association (AFMA), and representatives of the Department of Water Resources. The role of the Work Group is to develop technical standards, critiquing products, and training floodplain managers/administrators/engineers on the use of the standards. Learn all you need to know, and then some, of this important mandate in land planning.

ARCOSANTI TOUR Mobile Workshop

Arcosanti - Italian architect Paolo Soleri’s experimental town - derives its name from the Italian word for “before things.” “Old Town” contains 12 passive energy designed mixed-use buildings with their concrete apses (quarter spheres or half domes) resembling a string of Soleri windbells. Within these buildings the gospel of “arcology” (the fusion of architecture with ecology with minimum human impact on the environment) is taught. This community is expected to grow to 7,000, albeit slowly, with everything--work, shopping, entertainment, restaurants--within walking distance of everything else. Leave Prescott about 10:30 and arrive in plenty of time in Arcosanti about 11:30. Arcosanti offers food and beverages in their café. Carpool the 33 miles to Arcosanti in the Cordes Junction area with fellow planners and return to spend the weekend in Prescott, or drive there, meet with your fellow planners, and then leave for home. Your tour hosts will be Ellie Bauer and Fred Hartshorn.

ECONOMIC DEVELOPMENT II – WHAT THE PROFESSIONALS REALLY DO

A panel discussion with professional members of the Arizona Association for Economic Development (AAED). These experienced professionals conduct economic development activities for large and small municipalities or regional non-profit organizations. But what exactly do they do? Few people understand the role of the economic developer in the development process, how they can assist the planning profession to ensure responsible development, and how their work complements and sometimes conflicts with city or town planning efforts. Sure to be a lively and informative session!

FIRST IMPRESSION, BEST IMPRESSION: HOW TO COMMUNICATE WITH IMPACT

This fast-paced, practical workshop focuses on how to make positive first impressions in nearly any setting: briefings, interviews, meetings and/or presentations. Topics include body language, voice cues and verbal strategies. Workshop leader is Dr. Janet Elsea, an internationally-known expert in communication skills, whose book, First Impression, Best Impression, has been translated into Spanish, French, Dutch and Japanese.

PLANNING FOR STORM WATER QUALITY MANAGEMENT

Development can have a profound influence on the quality of our storm water runoff. Water pollution degrades surface waters making them unsafe to drink, fish or swim and reduces esthetics. Selecting the best storm water management strategy can be a real challenge for planners and engineers. The Arizona Pollution Discharge Elimination System (AZPDES) was established in December 2002 as a regulatory program through ADEQ to control the affects of storm water pollution. Permitting is required for all new developments, whether residential, commercial or industrial. Permitting is through ADEQ and should follow the requirements of such programs as NEMO (nonpoint education for municipal officials). Coordination with consulting firms that specialize in methods to control storm water pollution from new development, is all important to the future of having clean and safe water in Arizona.

Antelope Hills Golf Course

The 2005 AzPA golf tournament is being held at the “Mile High” City of Prescott’s Antelope Hills Golf Course. Antelope Hills is an upscale, championship, 36-hole municipal facility, complete with a natural grass driving range. Opened in 1992, the 7,014 yard, par 72 South Course is a links style course designed by Gary Panks. It is fairly wide-open, has generous mounding along the fairways and around the large undulating greens and presents a panoramic view of the surrounding mountains and granite rock formations. The tournament this year will be a scramble format, including prizes for longest drive and closest to pin, with an all-inclusive fee of sixty dollars ($60). Antelope Hills is located at Highway 89 and Perkins Drive, just south of the Prescott Airport. To register, download a golf registration form. featuring a neo-traditional residential design of a mix of architectural styles, front porches, alley-accessed garages, and open spaces; and the Prescott Valley Town Center master planned by noted urban planner Peter Calthorpe. We’ll stop for a short coffee break at a restaurant in the emerging Entertainment Center, and then take a short walking tour of the developing Town Center, Main Street, and surrounding businesses before recommencing our bus tour.
